VOICE & PARACHUTE FIX

1. Mount jc2.iso > Open Speech-en.bin with freearc> extract whats in it
2. You will get a sound folder with "fmod" folder inside
3. Rename ms.fsb to: Dialog_Mission Specific_eng.fsb and pa.fsb to: Dialog_PA_eng.fsb
4. Copy these archives to the folder "fmod" in Just Cause 2\sound\fmod
This also fixes the parachute issue
